Saw V (if you haven't seen it yet, You wont be able to answer)?

Does anybody know why Jigsaws voice was playing through the T.V. at the beginning for the pendulum trap on Seth? I thought that trap was built by Hoffman for Seth, and Jigsaw even said something like "don't make it seem like I did that" (i cant remember exactly was said). I got lost on that part.
