97 cherokee with a 4.0 I6. can you replace the lifters without removing the head?

Aight yall. I answer a lot of these questions, but now i need some help. I ve never worked on one of these engines before. Its moms car and she has a stuck lifter. I havent looked at it yet, so I dont know if the cam is bad, the lifter is not pumping up, or what. i havent even tried the ATF trick yet. She called me and I told her i 'd look at it. Help me out fellow gearheads. thanks a bunch......SKID
