Leaders of Muslim countries, are they genuinely Muslims and do they really care about the Ummah?

Saudi Arabia, Pakistan, Oman, Jordan, Egypt, Algeria, Morocco, UAE, Kuwait (lol), Qatar, Bahrain and all others etc, are their leaders really Muslims and do they believe in Islam? Or are they really just nationalist dogs of the west. I ask because of they were genuinely Muslims who cared about Islam how hard would it be for them to unite and join together. If they were genuine Muslims why would they welcome and worship US politicians, why would they allow US military to have bases on their land, (from which they attack other Muslims), why would they arrest and jail Mujahideen to defend Muslims 1000s of miles away, e.g Saudi who goes to fight US in Afghanistan etc, I could use more examples but you get my point
