Am I eligible to avail a phd funding in any of the universities in USA?

I have completed my BSc. and MS in computer science & eng. from one of the top public universities of Bangladesh. my BSc. result is not good enough. but my MS result is better than BSc. result. I am working as a software eng for over 3 years. besides i m working on a research paper. my GRE score is 1380. I have IELTS score 7.
